Prepare the regional record behind your holiday let

Organise Andalusian tourist dwelling registration, operator authority, property evidence and ongoing records alongside separate municipal and guest-reporting checks.

At a glance

  • Confirm the regional category and the authority of the operator.
  • Keep the declaration consistent with the property evidence and actual service.
  • Regional paperwork does not settle every separate permission.

An Andalusian tourist accommodation record is one part of preparing a holiday letting operation. It identifies an activity within the regional tourism system. It should not be read as a blanket statement that every planning, community, tax and guest-reporting requirement has been satisfied. The useful question is not simply whether a number exists, but what activity, property and operator the supporting documents actually describe.

Begin with the holiday rental overview if you are deciding whether tourist use suits the home. This page focuses on organising the regional application and operating file. It does not verify an individual dwelling or submit a declaration for you. Resolve uncertain facts before making a declaration that depends on them.

Confirm that you are following the correct route

A rural property, an apartment establishment and a dwelling offered for tourist use may not follow the same tourism classification. Write down the location, type of accommodation, intended services and use pattern. Ask the relevant tourism authority or adviser to confirm the correct route where the facts do not fit an ordinary dwelling offered as a whole.

The Junta’s tourist dwelling information links to its current forms and consolidated rules. Start there rather than downloading a form from a commercial article with no version date. Record the date and official destination used so a later reviewer can identify which procedure you followed.

Understand what the declaration does

The Junta’s current FAQ describes an electronic declaration of compliance for starting the activity. It also tells applicants to check municipal planning requirements. The declaration is a responsibility undertaken on the basis of the facts, not a substitute for establishing those facts first.

For the regional framework, read Decree 31/2024 with the later amendments available from the official portal. This guide does not reproduce a fixed equipment or capacity checklist because the current consolidated rules and property facts must be checked together. A previous operator’s configuration may not be the configuration you intend to offer.

Identify the operator and the authority to act

Decide who is responsible for the accommodation activity. The owner and operator may be different people or organisations. Put the arrangement in writing and check that the authority covers the proposed operation. A keyholding service, a booking agent and an appointed operator should not be treated as interchangeable descriptions without examining their actual responsibilities.

The manager appointment guide helps you specify the services and decision-making powers. Identify who maintains registration details, receives official notifications and keeps the supporting documents available. Make sure the owner can obtain the records if the management contract ends; a registration account controlled by an unavailable former employee is a practical risk.

Assemble one consistent property file

Use the same address and property identifiers throughout the application, management instructions and advertisement records. Reconcile differences between a postal address, development name and the property documents before submission. The Land Registry and Cadastre guide explains why those sources answer different questions and should not be casually substituted for each other.

Suggested preparation folders include authority to operate, property identification, planning and community evidence, accommodation specifications, submitted declarations, official messages and operating instructions. Mark each item confirmed, awaiting clarification or superseded. Keep superseded copies separately so an old draft is not accidentally reused as the current statement of capacity or operating dates.

Resolve municipal and community questions first

Use the municipal and community permissions guide to separate the checks. Ask about the particular address and intended activity. A neighbouring building or another town can have a different answer. Where a community resolution is relevant, retain the actual supporting record rather than only a seller’s description of what residents supposedly agreed.

Do not assume that a regional tourism entry legalises an unauthorised alteration, changes a building’s permitted use or removes a restriction in the title. The planning irregularities guide helps organise a separate investigation. If the intended operation depends on a disputed space or alteration, make that dependency visible before advertising capacity that relies on it.

Match the advertisement to the documented operation

Check that the listing describes the actual accommodation, available facilities and agreed services. Use accurate photographs and avoid promising access to a pool, parking space or shared facility without confirming the basis. Record where the property is advertised and who can change the listing. An outdated claim repeated across several platforms can remain a problem after the main advertisement is corrected.

Keep regional identifiers separate from any national or platform field. The national registration guide explains why historical instructions require care following the 2026 judgments. A platform accepting a listing is not the same as an authority confirming the underlying activity. Keep both the listing evidence and the official paperwork.

Prepare the everyday operation

Build a practical arrival and incident procedure: access, equipment instructions, emergency contacts, maintenance response and a clear way for guests to raise a problem. Test it with someone unfamiliar with the home. Instructions that depend on calling the owner abroad may fail when a guest arrives late or a phone is unavailable.

Allocate guest data reporting separately from greeting guests and cleaning. Decide who checks that communications were accepted and who corrects errors. Maintain a documented handover between the booking system and the person carrying out the reporting. A diary showing that the cleaner attended does not establish that the guest-administration work was completed.

Budget for the service you will actually provide

Price the proposed management and guest services before relying on projected income. Use the holiday letting calculator with availability reduced for personal use and maintenance. Include fixed costs during empty periods and a reserve for unexpected repairs. Do not turn a theoretical peak-week price into an assumed average across every available night.

Describe the services to the tax adviser as well as the manager. The accommodation VAT guide explains why service content matters to the tax analysis. Regional tourism terminology and tax classification should be considered on their own terms; one label does not settle every question about the money collected from guests.

Review changes rather than letting the file go stale

When ownership, operator, capacity, advertised services or operation dates change, check the official procedure for updating the relevant records. Keep the submitted communication and response together. If the activity stops, establish how that affects regional records, future bookings and platform listings rather than simply taking the keys back from the manager.

Can I use the former owner’s documents unchanged? Check the transaction and intended operation. Confirm which records remain relevant and which need a change or new submission before relying on them.

Does registration guarantee that an inspection will find no issue? No. Maintain the evidence behind the declaration and the actual operating standard, rather than treating an initial submission as the end of the process.

Where should I check current requirements? Start with the official Junta portal and the municipality for the property, then obtain advice on points that depend on its documents or history.

A useful pre-submission review

Before submission, ask someone who did not assemble the file to compare the property address, operator details, proposed accommodation and supporting evidence. Their task is to identify inconsistencies, not to declare legal compliance. A wrong apartment identifier or a superseded management instruction is easier to correct before it appears in several records. Record the issues and obtain the relevant clarification. Keep the final submitted version distinct from the working draft and make a note of who will check subsequent official messages.
